As we hung out in the Plaza by the Legislative building these 3 security vehicles had their police lights flashing and positioned the vehicles in a staggered formation with the middle vehicle closest to the Presidential Palacio's door which was most likely the Bolivian president as security rushed him into the building and then they drove around the plaza and parked here in front of a Cathedral which is right beside the "Palacio Presidential".
